Identity comes before money
PoppiPay requires identity verification before deposits and card loads. The Netherlands is the open market. Anonymous use is not available.

You can create an account and look at the fee schedule before verification finishes. You cannot deposit or load a card until the partner marks verification approved.
The sandbox can approve a test user with a simulator code. Production cannot. Do not treat the demo shortcut as a live onboarding time.
PoppiPay will not publish a page about skipping identity checks. The licensed partner requires them.
